How Harbor Care Created a Living Philosophy of Care in 24 Hours

Harbor Care, a nonprofit dedicated to breaking the cycle of homelessness through integrated housing, healthcare, and veteran services, faced a challenge: How could they define and activate a Philosophy of Care that would guide every employee’s daily actions?
The Foundation: Deep Listening
Before the one-day off-site, we conducted an intensive listening phase:
- 24 individual interviews
- 7 client focus groups
- 4 staff focus groups
- 104 total participants sharing their hopes, concerns, and values
The listening wasn’t passive data collection. Participants reported feeling “truly heard,” “safe to fully express myself,” and “grateful just to be asked.” Many said they had never been invited to share their input before.
This deep listening revealed five core elements that would become Harbor Care’s Philosophy of Care:
- Values in Treating Clients and Each Other
- Consistency in Care Delivery
- Collaborative Decision-Making and Empowerment
- Clear and Transparent Communication
- Knowledge of Programs and Resources
The One-Day Transformation
At the off-site, we brought these elements to life through intensive collaboration:
- Each element was assigned to a separate table
- Groups created vision boards, filled flip charts, and built on each other’s ideas
- Participants rotated between tables—ensuring every voice influenced every element
- One “anchor” remained at each table to maintain continuity
- Ideas evolved and improved with each rotation as fresh perspectives merged with previous insights
The energy was palpable. Participants described “building on each other’s thinking” and watching concepts “change and improve as more people contributed.”
The Results: Immediate and Lasting
By day’s end, Harbor Care had created a Philosophy of Care that was:
- Created by the people responsible for living it—not imposed from leadership
- Actionable and tangible—not abstract corporate speak
- Woven into daily practice—not filed away as a document
Participant feedback confirmed the transformation:
- “I felt valued and respected”
- “I have a greater connection to Harbor Care’s mission and to each other”
- “The collaborative, iterative approach made the impossible possible”
The board and executives were delighted—not just with the final Philosophy of Care, but with the depth of engagement that created it.
